Zack misunderstands.
Zack misunderstands why Tseng watches - it's part of his job, that's one thing Zack cannot truly accept, and it's also part of a history that Tseng's interested in reliving. Tseng doesn't like regrets and doubts - if he did, he'd care too much - but he watches because tomorrow doesn't always have to be like today.
Tomorrow he may break an arm or a family or a chance at a new life, but on every today in which he stands with his back against the church's crumbling walls, he can watch and look back on the yesterdays he spent getting to know a young girl. Time moves quickly, but it slows down on the days when Tseng walks the slums and stands just close enough to see life trickle through the hours and minutes.
He doesn't love her; he doesn't think he's capable of that. He doesn't know her well enough to - all Tseng has had is the occasional word, but it's been in his job description to keep away and keep quiet, and he's been a good Turk for as long as he's worn the tie around his neck. But he's seen Aerith laugh, and watched Aerith smile. Not many people Tseng know do that; not many people in Midgar know how to. Tseng lives with himself, his job satisfaction, his competence; Tseng watches Aerith, and sees - for a short moment - a sort of beauty that is entirely human and free from the questions of aesthetics, power and form.
Human. Maybe that's what Zack doesn't understand just yet - that not everyone is as gifted as he is in the art of being alive. Tseng's an amateur, and knows that. He knows the loudness of Zack's laughter, and knows that he can never produce that sound. There's a beauty in that, too; the very same kind. He watches Zack as much as he watches Aerith - but he's closer, too close to realise. And Zack misunderstands.
Tseng shows himself one night, catches Zack as he's leaving to return to Shinra.
'I know you're paid to stalk,' Zack says, slowly, 'but this is kind of creepy. Can't you keep it to yourself?'
Tseng laughs. He enjoys doing it in the presence of people who don't know how rare his laughter is. 'I could. But my shift is over, and why not have a Turk walk back with a SOLDIER?'
'People'll flip,' Zack grins. 'They'll think we're queer.'
'Ha,' Tseng chuckles, quietly. 'What we are is Shinra, Zack.'
'Yeah, yeah,' Zack says, scrubbing the back of his head. They start walking, and just before the church dips out of sight, Zack waves a hand at it and says, 'You're not - I mean. I don't want to rub it in your face or anything.'
Zack misunderstands. 'No,' Tseng says, with a smile of his own. 'I'm fine with just watching.'

She tells Reno and Rude to fly back to Midgar. 'What for?' they ask her. 'Get Tseng,' she replies.
The rain took the blood off of Zack's face and put it on Cloud's hands. The kid is slumped over the First Class, signs of Mako poisoning all about him. He's one of Hojo's. A labrat, a victim.
She doesn't move them, waits until she hears the chopper come down and Tseng ordering the other two away. He comes around next to her, his coat flapping in the wind.
'What do we do?' she asks, voice flat.
'I made the mistake of asking you to be a hero,' Tseng replies. He reaches under his blazer. 'That's not within our jurisdiction.'
'Does it always lead to this kind of an end?' Cissnei asks, this time rhetorically, cynically. She motions at the one on the ground and the one that was next to him.
'In my experience,' Tseng says, taking the safety off of his firearm, 'the only thing we're entitled to is mercy.'
The rain takes the blood off of Cloud's body and drips it onto Zack's. Then it dirties Tseng's hands when he pulls the two objects up, and Cissnei bows her head for a moment to break the old rules and to remember that they were once human too.

...has he? 'Cause I was thinking about it at work, and the only reason Sephiroth got his hands on the Black Materia was because Cloud gave it to him, so if Cloud is dead, would Sephiroth be able to get it? None of the other clones seemed particularly sucessful at it.
Of course, there's also the question of what would have happened to Avalanche, because if Cloud wasn't accompanying them, then maybe they would have been killed on that reactor attack. And would the Sector 7 plate still be dropped?
...for that matter, would Aerith still have been captured then, because there wouldn't have been anyone to go in and rescue her, and without Cloud Avalanche wouldn't have gone chasing after Sephiroth, and...
o_O That would be an interesting world. If Tseng ensured that Seph couldn't nuke the place from orbit, he certainly screwed up a lot of the rest of things. *has a headache now*

He didn’t turn.
As he pulled off his suit jacket on the way to his bedroom, he heard her shifting impatiently behind him, but he still took his time hanging the suit up, ready for the next day of work. Returning to the living room in more casual attire, he finally addressed her, his tone as calm as if he were explaining the latest budget report to Rufus.
“One of the undersecretaries made a mistake during her filing, which came to light today. It took three hours to figure out the mistake, and four more to find the proper, relevant file.” Then they had had to go back through everything that had already used the false data to correct that, and then they would have to address everything that had been based on that. Rude had just dragged Reno in for the night shift to continue the effort as he was leaving.
“Under normal circumstances, this would not have affected me. However, due to the sensitive nature of the documents, my presence was required,” he continued, though the glare never left her face. As he continued speaking he entered his kitchen, throwing together simple dinners for the two of them, something light that would sit easily on stomachs left empty too long.
She refused to offer him a reprieve until after they had both eaten and he settled on his couch, next to where she had returned. Finally he gave her a bland look and offered the words that he knew she had been waiting for.
“I am sorry, Jiao. I will try not to ignore you for this long again.” As if those words had been a spell, her entire demeanor softened to him and she came close to cuddle, warm against him.
He still did not understand how a completely normal cat like Jiao could apparently understand words enough not to forgive him until he actually apologized, but as he ran a hand down her fur, he couldn’t imagine his home life any other way.

It was the first thing to come to mind. Jiao is an elegant Siamese, or whatever they're called in that world, and is very irked that Her Person spent time away from home without at least informing her.

The story is maybe supposed to be angsty, with Tseng reminiscing about what happened, how much they've damaged AVALANCHE for being stubborn and just too fucking loyal to Rufus (yanno, loyalty has its limits too, and if it's to save the planet... you get the picture). Anyway, he's doing lots and lots of emo emo emo stupid stupid stupid, Rufus feels bad for it and invites Cloud (the one that's been harmed by the Turks the most; Vincent doesn't count, he hasn't been harmed by the Turks at all), and... I've no idea how to get the three of them to bed.
Booze? XD
Maybe just a long talk where Cloud's all like "Man, you didn't do ANYTHING!" and Rufus' like "Told ya!" and Tseng's like "Hmmm... always knew I shouldn't trust the blonds."
Just kidding. All in all, I want the three of them in the room, hopefully at least trying for some insane way to be emotionally involved with one another.
